                    CHAPTER – I

 

PUNJAB GOVERNMENT

Sukhmani Society for Citizen Services, Sangrur

 

In the matter of Sukhmani Society Registration Act ., XXI of 1860 being an act for the registration of Literary Scientific and Charitable Societies.

And

            In the matter of Sukhmani Society for the Citizen Services, Sangrur (SSCS, Sangrur) pertaining to Rules and Regulation of Society for the execution, implementation and handling of Citizen Services and its operations of different types.

 

 

                        MEMORANDUM OF ASSOCIATION

 

 

1.                  PREAMBLE

 

The primary objective of the Sukhmani Society for the Citizen Services, Sangrur (SSCS, Sangrur) is to establish, manage, operate, maintain and control the services centers, namely,  Sukhmani Centers in the district for providing integrated Citizen Services pertaining to all departments under one roof to the public in an efficient, transparent, convenient and friendly manner using IT in all or any aspects of Citizen Services to maximize speed, accountability objectivity, affordability and accessibility from the perspective of the Citizens.

 

The Sukmani Society is a District level body that would work under the overall umbrella framework of Punjab State E-Governance Society (PSEGS). All the services centers in the district would be established , managed and run by the Sukhmani Society of that District on a self sustaining revenue model. Sukhmani Centers are the one stop shop for all Government Services in an integrated manner.

 

It is considered expedient to provide the Society a legal entity by getting it registered under The Societies Registration Act 1860.

 

 

2.         (a)        Name: The name of the Society shall be Sukhmani Society for the Citizen Services, Sangrur (SSCS, Sangrur), Society for short.

 

(b)       Office:  The registered office of the Society shall be at the Office of the Deputy Commissioner, Sangrur.

 

3.         (a)        Definitions:  In this Memorandum and the Rules made there under unless the context otherwise requires :-

 

a.       "The 'Act' means the Societies Registration Act, 1860, (Punjab Amendment Act, 1957) as applied to the State of Punjab or any Statutory modification thereof for the time being in force."

 

b.      "Board of Governors" shall mean the body which is constituted as the "Board of Governors of the Society" by the Government.

 

c.       The "Chairman" shall mean the "Chairman" of the Board of Governors.

 

d.      IT shall mean: Information Technology.

 

e.       Member means:

 

i.                     The ex-officio members as per the constitution of the Society or

 

ii.                   Such Person(s) who may be accepted in future as Members of the Society on as such terms and conditions as laid down by the Board of Governors.

 

iii.                  Such Person(s), institutions, organisations , societies, corporate bodies who may be accepted in future as the co-opted  Members of the Board of Governors on such terms and conditions as laid down by the Board of Governors.

 

f.        "Member Secretary"  means  Member  Secretary  of  the Board of  Governors of the Sukhmani Society for the Citizen Services. Additional Deputy Commissioner (General) or Additional Deputy Commissioner (Dev.) as per the recommendation of the Deputy Commissioner shall be the Member Secretary.

 

g.       "Chief Executive Officer" means  Chief  Executive  Officer  of  the

Sukhmani Society for Citizen Services.

                       

h.       "The  Society"  means  The  Sukhmani  Society  for  the  Citizen Services, Sangrur known by the name, style and manner of SSCS-Sangrur.

           

i.         "State Government" shall mean the Government of Punjab in the Department of Information Technology or in any other way  it  is known as:

 

j.        "IT Expert" shall  mean  a specialist from the field of Information Technology,  computers,  communication   or  electronics  with  a formal graduate  degree  in computers/  Information  Technology/Communication/ electronics/ management  or  other  related fields with  8  to  10  years  of  experience  and can contribute his expertise &  experience to achieve the objectives of the Society.

 

k.      "Eminent citizens"  shall  mean  well-known,  distinguished, important, renowned or reputed persons from the general public duly recommended by the district /state administration.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

4.                     Objectives and functions of the Society:

a.       To establish, manage, operate, maintain and control the service centers, namely, the Sukhmani centers throughout the District for providing citizen services in an integrated manner to the public in an efficient, transparent, convenient, friendly and cost effective manner  through the use of IT or otherwise in all or any aspects of citizen services to maximize speed, accountability, objectivity, affordability, and accessibility from the perspective of the citizens.   

 

b.      To identify and recommend the Citizen Services which can be

provided in consultation and co-ordination with the concerned departments on priority by various departments/ organizations.

                 

c.       To workout and implement the action plan for the  establishment of               

citizen's service centers in district on a self sustaining revenue model in collaboration with the private sector, NGOs or other innovative methods as per the requirements of the specific areas.

  

d.      To ensure and maintain the Standard of Service as per the Service  Level Agreements between departments, Punjab State E-Governance Society, Sukhmani Service Centers, Franchisees, Financial Institutions and the government.  

 

e.       To workout and recommend the service fee or user charges that could   be   charged from the end customers for the approval of the competent authority and concerned departments/ organizations over and above the prescribed bill amount/fee/statutory fee for providing the services through Sukhmani Centers/ Financial Institutions or Franchisees.

           

f.        To collect the revenue/ payments/ service charge on behalf  of  Punjab State E-Governance Society, various government departments and organizations and to issue receipts on behalf of the Punjab E-Governance Society  and concerned Department and Organizations.

              

g.       To chalk out detailed procedures for the collection of revenue for various services provided by the Sukhmani centers and to transfer the revenue in to the accounts of the Punjab State E-Governance Society and to the concerned departments and organizations as per the policy guidelines of  Punjab State E-Governance Society. To keep detailed account of the revenue collected and the transactions.

              

h.       Regular reconciliation of bank accounts between all stakeholders including  the concerned departments, the financial institutions, the Sukhmani Centre and the Punjab E-Governance Society.

 

i.         To buy, sell, let on hire, lease, trade, import, export, repair or otherwise  deal with IT resources, services & support on turkey basis like hardware, software, connectivity, networking, training, stationery, consumables etc. including operational & managerial manpower, hiring of professionals, consultancy services by following the procedure prescribed. To ensure the other infrastructure requirements including site preparation and timely availability of the necessary resources for the various activities under the project.

 

j.        To liason with the associated IT companies for the analysis, design, development, testing and the implementation of the application software, networking, connectivity and other solutions necessary for providing Citizen Services through the use of information technology.

           

 

k.      To enter into collaboration, partnerships, agreements and contracts with Indian or foreign individuals, companies or organizations for establishment of Sukhmani Centers in the district.

                

l.         To enter into any agreement with any Government or other authorities or any corporations/ companies, or persons which may seem conductive to the Society's objects or any of them and to obtain from any such Government authorities, corporations, companies, societies or persons   any contracts, rights, privileges and concessions which the society may think desirable and to carry out, exercise and comply with any such contracts,  rights, privileges and concessions.

                 

m.     To create, maintain, update, common databases at the district level as per the guidelines of the Department of Information Technology in collaboration with the concerned  Departments and to monitor, administer and control the flow of the data and information between the Sukhmani Centres and the concerned agencies.

 

n.       To recruit and deploy the operational and managerial staff and other human resources, purely on a self sustaining and contract basis, for operation, maintenance and running of the Citizen service centre as per the requirement/ norms fixed by the Society from time to time.

 

o.      To take all publicity measures and campaigning through media like TV, radio, newspaper, conferences, seminars, public meetings, banners and posters etc. for creating awareness about the services of the Sukhmani Centres for the benefit of the common man, specially the rural masses.

 

  p. To interact with the various agencies associated with the services to be rendered through the Sukhmani Centers and to facilitate inter-departmental coordination in all IT related matters.

 

q.      To recommend the necessary administrative reforms or processes re-engineering required to accomplish the objectives of good governance through IT or otherwise. To test and recommend modifications to be made in the system of the processes involved.

 

r.        To take necessary steps to ensure the security, safety , backup, disaster recovery and protection of the Government electronic Data, both on -line  and off-line, as well as physical records of various departments, agencies and organizations.

 

 

s.       To set procedures for taking routine backups regularly, generating various Management Information System reports of the revenue, payments and operation and maintenance related information of Sukhmani Centres with all the stake holders like financial Institutions concerned departments, agencies and the Punjab E-Governance Society.

 

t.        To establish and implement a system of regular detailed review and monitoring mechanism for constantly evaluating the progress, performance,  consistency and quality of the Citizen services given by various franchises and other centres with respect to the agreed quality in the service level agreements.

 

u.       To facilitate and assist in implementation of Citizen Charters framed by the other departments through the use of E-Governance and IT  as a tool. Also assist the concerned departments in measuring the performance of Citizen charters with respect to the agreed quality.

 

v.       To take all steps necessary to promote efficiency, reduce delays, enhance accountability, transparency and objectivity in the functioning of the concerned government departments participating in the SUKHMANI centres,  directly or indirectly.

 

w.     To make all other expenditures in connection with providing Citizen services through the Citizen services centre, including salaries, connectivity costs, cost of power, cost of maintenance and consumables, cost of upgradation of equipment, other facilities etc to citizens etc.

 

x.       To lend or deposit moneys belonging to or entrusted to or at the

disposal  of the Society or franchises and other havings dealings with the Society or franchises and other having dealings with the society with or without security, upon such terms as may be thought proper and to guarantee the performance of contracts by such persons or company provided that the Society  shall not carry on banking business as defined in Banking Companies  Regulation Act 1949. To borrow and raise money with or without security or to receive money and deposit on interest or otherwise in such manner as the Society may deem fit.

                

y.       To draw, issue, accept, and to endorse discount and negotiate

promissory notes, bills of exchange, delivery orders, warrants, warehouse, keeping, certificates and other negotiable or commercial  or mercantile instruments connected with the business of the Society.

                  

z.       To establish and maintain any agencies and franchises in the district  for the conduct of the business of the Society.

 

aa.   To improve, manage, work, develop, alter, exchange, lease, mortgage, turn to account, abandon of otherwise deal with all or any part to the property rights and concessions of the Society. To let out on hire all or any of the properties of the Society including every description of apparatus appliances of the Society.

 

bb.  To create any depreciation fund, reserve fund, sinking fund, insurance fund or any special or other fund whether for depreciation or for repairing, improving , extending or maintaining any of the properties of the Society and to transfer any such fund or part thereof to any of other funds herein mentioned.

5.         Funding of Society its resources, operations and management:

 

a.   The expenditure on IT resources, operations and management of the district –level Society would be funded mainly through the share of user charges and other income of society.

 

b.        Initially the capital costs for the purpose could be provided  by the Government and other agencies.

 

c.         The income and property of the Society, howsoever derived,  shall be applied towards the promotion of the objects thereof as set-forth in this Memorandum of Association.

                  

d.        No part of income and property of the Society shall be paid or

transferred, directly or indirectly, by way of profit, to the persons/ body who are, or, at any time, have been or shall be members of the Society or Board of Governors or to any of them or to any persons claiming through them or any of them.

                

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

6.                 Present Board of Governors:

 

The names, designations and addresses of the present members and  office bearers of the Board of Governors, to whom the management of the affairs of the Society is entrusted as required under Section 2 of the Registration of Societies Act, 1860 (Act XXI of 1860) read with Punjab Amendment Act of 1957, shall be as under (For Sukhmani Society for Citizen Services, Sangrur.)

7.               Power to make Rules and Regulations:

RULES

 

 OF

 

Sukhmani Society for Citizen Services, Sangrur (SSCS, Sangrur)

 

1.         Registered Office:    

 

The Registered Office of the Society shall be situated at Sangrur. Presently the registered office is to be located at the Deputy Commissioner, Sangrur ,District Admn. Complex , Sangrur.

 

2.         Short title and commencement:

           

1.         This Society may be called the Sukhmani Society for Citizen Services, Sangrur.

2.          Definition :  In this Memorandum and the Rules made thee under unless the context otherwise requires:-

 

(a)     “ The ‘Act’ means the Societies Registration Act 1860, (Punjab Amendment Act, 1957) as applied to the State of Punjab or any statutory modification thereof for the time being in force.”

 iii.)  Such Person(s) institutions, organizations, societies,

   corporate bodies who may be accepted in future as the

   co-opted Members of the Board of Governors on

   such terms and conditions as laid down by the Board

   of Governors.  

 

(g)      “Member Secretary” means Member Secretary of the Board of Governors of the Sukhmani Society for Citizen Services. Additional Deputy Commissioner (General) or Additional Deputy Commissioner (Development) as per the recommendations of Deputy Commissioner shall be the Member Secretary.

 

(h)      “Chief Executive Officer” means Chief Executive Officer of the Sukhmani Society for Citizen Services.

 

(i)       “The Society” means the Sukhmani Society for Citizen Services, Sangrur  known by the name, style and manner of SSCS Sangrur

 

(J)       “State Government” shall mean the Government of Punjab in the Department of Information Technology or in any other way it is known as.

3.         AUTHORITIES OF THE SOCIETY:

           

                        The Authorities of the Society shall consist of the following:

 

                        (a)        The Board of Governors.

 

                        (b)        The Chairman of the Board of Governors.

 

                        (c)        The Member Secretary of the  Society.

                       

                        (d)        Chief Executive Officer of the Society .

 

(e)        Apart from the Member Secretary, the officers as may be appointed from time to time shall be officers of the Society.

 

4.         The Board of Governors:

 

            (a)        The Society shall have its Board of Governors as the Supreme

                        Authority and source of all powers, functions and activities.

 

(b)        The general superintendence, direction  and control of the affairs of the Society and of its income and property shall be vested in the Board of Governors of the Society hereinafter referred to as “The Board " or "The  Board of  Governors”.

6.       MEMBERS OF THE SOCIETY:

 

            (a)        The Society shall consist of the following :

 

            (i)         All the ex-officio members  as per the provision at Sr. no.1 to                        9 of para 5 in the constitution of the Board of Governors.

 

            (ii)        The members nominated  by the Government as per the

provision at Sr. no. 10 to 11 of para 5 in the constitution of the Board of Governors.     

                       

            (iii)       Other individuals, institutions, organizations and corporate

bodies to be accepted in  future as  Co-opted Members as per terms and conditions of eligibility as may be laid down and approved by the Board of Governors from time to time as per the provision at Sr. no. 12 of para  in the constitution of the Board of Governors.

 

(b)        The Society shall keep a Roll of nominated and co-opted Members and every such member of the Society shall sign the roll and state therin his name, occupation and address.

 

(c)        If a nominated and co-opted member of the Society changes his address, he shall inform his new address to the Member Secretary who shall thereupon enter his new address in  the Roll of such Members . But if he fails to inform his new address, the  address in the \roll of Members shall be deemed to be his address.

 

(d)        Termination of Membership:

 

(i)         Where a person become a member of the Society by reason of the office or appointment he holds, his membership of the Society shall terminate when he ceases to hold that office or appointment.

 

(ii)        Whenever a member other than the ex-officio member, desires to resign from the membership of the Society, he shall address his resignation to the Member Secretary  of the Society and submit the same to him. The membership  of such person shall stand terminated from the date of his resignation.

 

(iv)       A member of the Society shall cease to be a member, if Board of Governors so desire.

 

 

 

 

 

 

 

 

 

 

7.       Meeting of Board of Governors:

 

(a)        The Board shall ordinarily meet 4 times in a year but the gap between  one meeting and the other shall not be more than 120 days.

 

(b)        Every meeting of the Board of Governors shall be presided over by the Chairman of the Board of Governors and in his absence, the Member Secretary, shall preside over the meeting.

 

(c)        The Chairman may, whenever he thinks fit, and shall, on the written requisition of not less than four members, call a special meeting of the Board of Governors.

 

 (d)       Notice and quorum for the meetings of the Society:

      

      i.)   Every notice calling a meeting of the Board of Governors shall state the date, time & place at which such meeting will be held and shall  be served upon every member not less than 48 hours before the day & time appointed for the meeting.

 

      ii.)  Provided that the Chariman for reasons to be recorded shall have the authority to call a special meeting on such shorter notice as he thinks fit.

 

     iii.)   If the Chaiman of the Board of Governors is unable to attend any meeting, then Member Secretary shall preside over such a meeting.

 

(e)        The Board of Governors can further constitute committees and sub-committees and delegate the necessary powers and authorizations to such committees for the specific purposes.

 

(f)         Quorum:    Seven  Members, out of whom at least three must be official members, shall constitute the Quorum.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

8.       Conduct of Business of the Board of  Governors:

 

(1)  The Board of Governors  may function notwithstanding any vacancy in its constitution provided however, that at no time the number of vacancies shall be such that the total number of members is less than the quorum required for a meeting of the Board of Governors.

 

(2)   Acts and Proceedings not to be invalidated by vacancies etc:   No act or  proceeding of the Board of Governors or any authority  of the Society or any committee constituted under this , shall be questioned on the ground merely of the existence of any vacancy or defect in the election, nomination, or  appointment of a person acting as a member thereof or any irregularity in its procedure not affecting the merits  of the case. 

 

(3)  Subject  to  the  provisions herein contained, the Board of  Governors may with the previous approval of the Punjab Government, frame and vary from time to time, as it thinks fit, bye-laws for the conduct of its business.

 

(4)   In case of difference of opinion  amongst the members, the  opinion of the majority shall prevail.

 

(5)    Each member of the Board, including the Chairman, shall have one vote & if there is an equal number of votes on any question to be determined by the Board, the Chairman shall, in addition, have and exercise a casting vote.

 

(6)     Any resolution, except such as may be placed before the meeting  of the Board, may be adopted by circulation among all its members, and any resolution so circulated and adopted by a majority of the Members who have given their approval, such Resolution shall be as effectual and binding as if such Resolution has been  passed at a  meeting of the Board, provided  that in every such case, at least 7 members of the Board shall have recorded their approval to the Resolution.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

9.       Powers, functions, duties and responsibilities :

 

 

  Subject to the Memorandum of Association and these Rules, but without prejudice to the generality of powers, the Board of Governors shall have the full functional autonomy and shall exercise the following powers and carry out the following functions, duties and responsibilities inter-alia :

 

           

      Powers of the Board of Governors

 

1.         Take decision on matters of policy relating to the administration, working and control of the Society .

 

2.         Consider and approve programmes and plans of the Society in conformity with the  scope  of the objectives of the Society and under the overall guidance of Punjab State E-Governance Society and to sanction expenditure for the execution of the plan.

 

3.         Workout and recommend to the Punjab State E-Governance Society the eligibility conditions, duration, selection process etc. for various types of service providers, stake holders, financial collaborators, public-private partners, implementers., and franchises of Sukhmani and other citizen services.

 

4.         Workout and recommend to the Punjab State E-Governance Society Rules, Regulations and Bye Laws for the conduct of the affairs of the Sukhmani Society and to recommend to the Punjab  State E-Governance Society to add, amend, or repeal the rules and regulation from time to time.

 

5.         Consider, approve and authorize operation of the funds of the Society, collect payments and user changes on behalf of Punjab State E-Governance Society and other departments and agencies and transfer or utilize the same in the manner prescribed in the agreements.

 

6.         Workout and recommend to the Punjab State E-Governance Society the norms, guidelines and terms and conditions and service level agreements with stake holders and franchises to establish Sukhmani Centres and other IT and E-Governance services and to add to or amend them from time to time .

 

7.         Appoint Committees or Sub-Committees, by whatever name called comprising member(s) of the Society and such outside experts and officers of the Society as may be nominated by it for specific tasks, for the disposal of any of its business or for tendering advice on any matter pertaining to the administration and management of the Society.

 

8.         Delegate, to such extent as it may deem necessary, any of its powers to any Officer or the Committees constituted by the Board.

 

9.         Handle the work on job-work and//or outsourcing basis for the Society as  per the norms laid down by the Punjab State E—Governance Society.

 

10.       Acquire by gift, purchase, exchange, lease, hire or otherwise any property, movable  or immovable, and to construct, improve, alter, demolish or repair buildings, space, works and constructions as may be necessary  or convenient for carrying on the activities of the Society.

 

11.       Negotiate, enter into and make contracts  and deeds on behalf of the Society without any Government support. To enter into legal and corporate agreements for and on behalf of the society and to sue and defend all legal proceedings on behalf of the society.

 

12.       Institute and award, prizes and medals for innovative e-Governance and citizen services applications;

 

13.       Solicit and receive grants, gifts, donations or other contributions from the Central Government, State Government , user charges, cess, contributions, fee and funds in any other forms, provided it is approved by the Executive Committee:

 

14.       Do all such acts and things as are incidental or conducive to the discharge of the functions and attainment of any of the objects of the Society.

 

 

             Functions, duties and responsibilities of the Board of Governors:

 

 

15.       To prepare and execute the detailed plans and  programmes  for establishment of the public facilitation citizen service centres  including working of the Society and to carry on its administration and management after such establishment.

 

16.       To provide  all types of IT resources & services like hardware, system software, power & printer peripherals ,net working components etc for the establishment of  the Sukhmani Centres with the participation of private sectors  BOOT basis .

 

17        To Prepare the budget  estimates of the society for each year and to sanction expenditures within the limits of budget as Approved by Board of Governors .

           

18      To  have custody   and ensure proper utilization of the funds of the society and to manage all the resources of the society .

 

19     To provide the required operating , administrative , technical ,ministerial and other man power  under the Society on the job work   ,contract or out sourcing basis from project to project basis for ensuring the efficient operation and management of projects and  the affairs of the society and to prescribe the conditions for hiring and firing of such  manpower by the other departments and organizations  as and when required.

 

20.       To co-ordinate with the Punjab State E-Governance Society and district level departments /organizations  in the pursuits of its objectives of the society .

10.     Assets and Funds of the Society:

 

(a)        The capital cost and the corpus fund for the smooth functioning of the Society may be contributed by the Govt. of Punjab, Govt. of India, Contributions from the Public sector undertakings, Corporative Institutions, other Public Sector organizations and Financial Institutions.

 

(b)        The recurring expenditure of the Society would be met out of the share of service charges collected through the Sukhmani Centres from the Citizens Services and other income from other resources and business of the Society.

 

(c)        The Society may accept contributions from statutory bodies created under the Acts of Parliament or of the State Legislature, The National and International organizations, NRIs and Industry. The contribution may also be accepted from private bodies ands individuals subject to the approval its Board of Governors.

 

(d)        Vesting of the Assets and Funds of the Society:  The Assets of the  fund shall vest with the Society:

 

i.   Assets register and accounts : The Society shall maintain Assets register (AR) and accounts as per the common corporate practices relating to IT Industries.

 

ii.   The Treasurer of Fund :  The Executive Committee of the Board of Governors  or any other person authorized by the Executive Committee shall be the Treasurer of the Funds.

 

iii.  Operation of Bank Account : The bank accounts of the Society shall be kept in the name of the Society and shall be operated upon by the Member Secretary of the Society or any other person authorized by the Executive Committee or Member Secretary.

 

            (e)        Objects for which the Funds of the Society could be used :

 

i.)    The objects of the fund shall be as approved by the Punjab State e- Governance Society.

 

                        ii.)    All decisions for utilization of funds would be recorded in

        Executive office order register (EOOR)

 

iii.)   Some of the indicative objects for which the funds could be used are  as follows:

 

a.       For creation, operation, management and maintenance of databases to be used for IT enabled citizen services in the District.

 

b.      For creation, operation, management and maintenance of IT and other resources for e-governance applications and IT enabled citizens services at the District level and below.

 

c.       To develop Decision Support System , MIS, Internet and other applicable enabling Technologies in District level offices.

 

d.      For IT innovations in administration reengineering and for IT supported resource optimization at the District level.

 

e.       To impart special training, awareness and capacity building in the field of IT for various District level staff and general public.

 

f.        For any other improvements in the citizen services.

 

iv.                 Administrative expenses incurred by the Society or committee such as salary allowances, travelling allowances, and daily allowances of the staff can be legitimate charges on the funds of the Society in accordance with the provision of the rules of the Society in accordance with the provisions of the rules of the Society as approved by the Govt. in the department of Information Technology.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

11 .        Accounts and Audit

 

a.       The Member  Secretary  shall keep or cause to  be  kept proper accounts of the  receipts and the payments, income and expenditure and of the property, assets  and liabilities of the society. The annual accounts shall be made up by the end  of Financial year.

     

b.      The  accounts  of  the  Society  shall  be  audited  and  certified by the Auditor  General,  Punjab  in  respect of   funds  provided  by  the Govt. of Punjab and  by  a  Chartered  Accountant   appointed  by the Board  of Governors  or  any  other competent authority.

 

 

12.     Arbitration and Reconciliation      

 

 

a.        Any dispute between two or more member of the Society, which has an impact upon the activities of the Society, shall be referred to an resolved amicably by the Chairman or an Arbitrator appointed by the Chairman.

 

b.        The  extent of penalty that may be imposed through arbitration shall be limited to a maximum of fifteen percent of the agreement.

 

 

 

13.     Alterations of the Rules and Regulations

 

           

The society may alter these rules at any time by a resolution passed by a majority of the total membership of  the  Society  and  majority of the members present and voting at any meeting of the Society duly convened for the purpose subject to the approval of the Punjab State e-Governance Society.

 

 

 

 

 

 

14.     Executive Committee of the Society:

a.                   The Empowered committee will be empowered to take all administrative decisions where no creation of posts is involved.

 

b.                  The Executive Committee will issue Financial Sanctions (FS) for all IT and E-Governance projects of value less than Rs. 10 Lacs. Any project more than 10 Lac would require the approval of the Board of Governors.

 

c.                   The Executive Committee will be competent to handle all IT resource acquisition and disposal cases of value less than 10 lacs per tender. Any acquisition of more than Rs. 10 lacs per tender would require the approval of the Board of Governors.

 

d.                  In case of urgency, the Executive Committee will take decisions and get the same ratified from the Board of Governors in its next meeting.

 

e.                   The Executive Committee may also further delegate any of its powers to Member Sectary of the Society.

 

f.                    The Executive  Committee shall exercise such other powers as delegated to it by the Board of Governors.

 

 

 

 

 

 

15.    Contracts:

 

 

All contracts and other assurance  shall be executed in the name of the Board of Governors and singed on their behalf by the Member  Secretary of the Society or any other Person  duly authorized by the Board of Governors.

 

 

16.     Powers, Functions & Responsibilities of the Member

Secretary:

 

 

a.   The Member Secretary shall be the custodian of the record, the funds of the society and such other property of the Society as the Board may commit to his charge. The Member Secretary shall have the accounts maintained and also arrange for the Annual Audit in accordance with the provisions in the Rules and Bye-laws of the Society.

 

b.    The Member Secretary shall have such other powers and perform other duties as may be delegated or assigned to him by the Board.  The Member Secretary may delegate any of his office powers to any of his subordinate with the approval of the Executive Committee.

 

c.        The Member Secretary of Board of Governors shall act as the Member Secretary of the Society and will record the proceeding of the meetings of the Society and of the Board of Governors and maintain a proper record of these meetings in accordance with the provisions of the bye-laws of the Society.

 

d.        The Member Secretary of Board  of Governor shall manage the projects, properties or the money under the fund, manage accounts, execute all  contracts on behalf of the Society and receive funds for the Society through donations, grants-in-aid , contributions and raising money when ever required.

 

e.        The Member Secretary of Board of Governors shall prepare the budget relating to the administrative expensive of the Society and committee such as expenditure on TA/DA of the members which shall be a legitimate charge on the fund.

 

f.          The Member Secretary will have the authority to issue Financial sanctions (FS) and technical sanctions for all IT and e-Governance projects of value less than Rs. 2 lacs. Any project of more than 2 lacs would require the approval of the Executive Committee of the Board of Governors, as the case may be.

 

g.        In the event of the post of the Member Secretary remaining vacant or the Member Secretary being absent or unable to perform his duties or any reason, it shall be open for the Board to direct any officer or officers in the service of the Society to exercise temporarily such powers and perform such functions and duties of the Member Secretary as the Board may deem fit.

 

h.        The Member Secretary   shall be responsible for the proper day to day administration of the society. All other staff of the society shall  be subordinate to Member Secretary . The Member Secretary shall carry out the general correspondence in connection with work assigned to him /her by the Chairman of Board of Governors and the Executive Committee from time to time.

 

i.          The Member Secretary of Board of Governors shall hire & fire the man power for the Society and other staff in accordance with Rules, Regulations, and bye-laws of the Society. The Member Secretary  of  Board of Governors shall represent the Society in all its legal matters jointly or through  any authorized representative.

 

j.          The Member Secretary shall be responsible for the execution of all IT and e-Governance projects as approved by the Board of Governors and the Executive Committee.

 

k.        To do all acts, deeds and things necessary for carrying out his functions as Member Secretary.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

17.    Withdrawal of Funds:

 

1.                  Withdrawal of funds from the accounts of the society shall be regulated in a manner to be determined by the Board of Governors or under its authority by the Executive Committee.

 

2.                  Such withdrawals shall be made by cheques on requisition (as the case may be) signed by Member-Secretary or an officer(s) authorized in this behalf by the Board of Governors or under its authority by the Executive Committee.

 

 

18.     Annual Report :

 

                         A report on the working of the IT Initiative fund for every year shall be prepared  in Month of June by the Member Secretary after the approval of the Board of Governors , presented to the Punjab State E- Governance Society.

 

19.     Suit by and Against the Society:

 

                        The Society may sue or be sued in the name of the Society and the Member Secretary shall have all powers to defend any suits  and sue in the name of the Society either by himself or acting through agents/ officials duly appointed  by the Member Secretary.

 

20.     Powers of the State  Government to give directions to the

Society :

 

The State Government in the Department of Information Technology either directly or through Punjab State E-Governance Society may give the Sukhmani Society such directions as in its opinion, are necessary or expedient for carrying out the purposes of the funds or the Society. It shall be the duty of the Society to comply with such directions.

 

 

 

 

 

21.     Repeal and Savings:

 

 

i.                     Subject to the prior approval of the Board of Governors, the Society  may alter, extend or abridge any purposes for which it is established by following the procedure prescribed under these rules.

 

ii.                   These Rules may be altered by the Society with the consent of the Board of Governors at any time by a resolution passed by a majority of 2/3rd of the total members present at any meeting of the Society which shall have been convened for the purpose after giving due notice of such resolution to the Members of the Society subject to the approval of Punjab State e-Governance Society.

 

 

22.            Societies Registration  Act to Apply:

 

 

All clauses of Societies Registration Act, 1860 (Punjab Amendment Act, 1957) as applied to the State of Punjab shall apply to this Society save as are appropriately and  expressly amended and altered or amended by these presents and such amendments are not inconsistent with the aforesaid Act.

CHAPTER – II

PUNJAB LAND RECORDS SOCIETY, SANRGUR

PREAMBLE: -

 

The primary objective of the Punjab Land Records Society (PLRS) is to oversee, monitor the implementation of computerization and digitization of Land Records, Process of registration and related documents in Punjab for the overall benefit of the citizens and to provide Land Records and Land Registration related services through multiple common access infrastructures like Sukhmani Centers to the public. This Society is a State level body being constituted specifically to manage the Land Records in all its dimensions and would work under the overall policy framework of Punjab State E-Governance Society (PSEGS).

 

1.         OBJECTS AND FUNCTIONS

 

a)         To take all necessary steps to promote efficiency, reduce delays; enhance accountability, transparency, and objectivity in the management of Land Records and related documents.

b)         To formulate strategies, policies, plans and to assist the management of Land Records in an effort to provide efficient and prompt services to the public multiple common access infrastructure like Sukhmani Centers in matters relating to land and revenue, through the use of Information Technology and related fields.

c)         To lay down the necessary administrative, financial legal and technical framework and resources for the IT enabled Land Records Management and related Services.

d)         To undertake the necessary administrative reforms required to accomplish the objectives of good governance through IT or otherwise.

e)         To promote, investigate, establish, execute, install, maintain, manage and Administer projects in Information Technology aimed at meeting the requirements of the State Government to provide IT related services to the public and stakeholders in matter relating to the land and revenue.

f)          To establish, create and maintain a broad based data system and database of the landowners and related stakeholders of Land and Revenue System.

g)         To establish and to maintain a technical library and information centre/data centre and to collect and to collate information, data regarding land, types of land, land use, irrigation, urbanization, crops, rural development, etc.

h)         To undertake or sponsor studies relating to land and revenue system and information technology to make it more efficient, effective and in time with the emerging trends nationally and internationally.

i)          To implement the project as per the Policies, State Technical Standards (STS), Guidelines,  IT Architecture and IT rules and regulations laid down by the Department of Information Technology (DoIT) and Punjab State E- Governance Society (PSEGS) from time to time.

j)          To workout revenue models and modalities for providing Land Records Management and related services through use of IT on a public-private partnership model for its self-sustainability and to encourage private sector initiative in IT related infrastructure and services.

k)         To ensure and maintain the Standard of Service as per the Service Level Agreements between Punjab State Land Records/E-Governance Society, District level Information Technology Sukhmani Society, franchisees, Financial Institutions and the government.

l)          The citizen services at the user end would be provided in an integrated manner through common service delivery channels, which could be set up by any agency.

m)        To devise such ways and means of providing land and revenue related services to public and stakeholders with the aim to reduce their difficulties, time and efforts.

n)         To create and maintain Management Information System (MIS) & ‘Decision Support System (DSS)’ to the State and Central Governments in matters relating land and revenue so as to provide them vital inputs in formulating plans and policies.

o)         To sponsor, coordinate or promote research programs on its own or in collaboration or other arrangements with National and International agencies/bodies in the field of land and revenue and Information Technology.

p)         To advise the State Government, Central Government, Municipal Corporation, Finance Department, Revenue Department, Local Bodies, Semi Government Agencies and all such revenue collection agencies of the State Government and Central Government in all matters pertaining to land and revenue, Information Technology and related areas.

q)         To provide such infrastructure and all other related support and Technical services to the State Government and its Departments in general and Revenue Department in particular.

r)          To liaise cooperate and affiliate as and when necessary with other similar, Institution, agencies, associations or bodies in India and/or abroad for the alignments and the above objectives.

s)         The Information technology projects and processes shall be done by the society as per the technical parameters approved by the state e-governance society and decisions taken in the e-governance society will apply wherever these are relevant for implementation in the Information Technology projects of Lands Records.

t)          To workout and recommend the service fee or user charges that could be charged from the end customers for the approval of the competent authority over and above the prescribed/ statutory fee for providing the services through multiple service delivery channels.

u)         To chalk out detailed procedures for the collection of revenue for the Citizen services provided through multiple service delivery channels, to transfer the revenue in to the accounts of the Punjab Land Records Society as per the policy guidelines of Department of Revenue and Rehabilitation Punjab.

v)         To keep detailed account of the revenue collected, expenditure and the transactions.

w)        Regular reconciliation of bank accounts between all stakeholders and the Punjab Land Records Society.

x)         To decide upon and approve the recommendations of the District Level Societies.

y)         To take all means for the safety and security of Land Records data and to lay policies procedures guidelines and rules for achieving the objectives of security and authentication. This would include use of digital signatures and public key infrastructure.

2.         THE OBJECTS INCIDENTAL OR ANCILLARY TO THE ATTAINMENT OF THE ABOVE MAIN OBJECTS ARE: -

 

a)         To buy, sell let on hire, repair, import, export, lease, trade and otherwise deal in all kinds of machinery component parts, accessories and other goods, material spare parts and fitting which can be profitably dealt with in connection with the business of installation and operation of the Society’s goods.

b)         To recruit and employ personnel on contract as may be found necessary for efficient handling and conduct of the business of the Society.

c)         To obtain licenses, certificates and privileges for all purposes from all persons, local authorities and the Central and State Government, to renew the same and transfer the same in favour of any person or authorities.

d)         To enter into agreements and contracts with Indian and/ or foreign individuals, companies or other organizations for transfer, sale, purchase of equipment and for technical, financial or any other assistance for carrying out all or any of the objects of the Society.

e)         To enter into partnership; or into any agreements for sharing profits, union  of interest, co-operation joint venture, reciprocal concessions or otherwise with any person, firm, society or company carrying on or engaged in, or about to carry on or engage in any business or undertaking or transaction which may seem capable to being carried on or conducted so as to directly or indirectly benefit the Society.

f)          To enter into any agreement with any Government authorities (Municipal local or otherwise) or any corporations, companies, or persons which may seem conducive to the Society’s objects or any of them and to obtain from any such Government authorities, corporations, companies, societies or persons any contracts, rights, privileges and concessions which the Society may think desirable and to carry out, exercise and comply with any such contracts rights, privileges and concessions.

g)         To obtain any Act of Central or State Legislature, provisional order, license of autonomous bodies or authority for enabling the Society to carry out any of its objects into effect, or for effecting any modification of the Society’s constitution, or for any other purposes which may seem expedient and to oppose any proceedings or application which may seem calculated directly or indirectly to prejudice the Society’s interest.

h)         Generally to purchase, take on lease or in exchange, hire or otherwise acquire any real or personal property; and any rights or privileges which the Society may think necessary or convenient with reference to any of its objects or capable of being profitably dealt with in connection with any of the Society’s property or rights for the time being and in particular any land, buildings, basements, licenses, patents, trade marks, machinery, plant and stock in trade.

i)          To lend or deposit moneys belonging to or entrusted to or at the disposal of the Society to such society or company and in particular to customers and others having dealings with the society with or without security, upon such terms as may be thought proper and to guarantee the performance of contracts by such persons or company provided that the Society shall not carry on banking business as defined in Banking Companies Regulation Act, 1949.

j)          To borrow and raise money with or without security or to receive money and deposit on interest or otherwise in such manner as the Society may deem fit.

k)         To draw, issue, accept and to endorse discount and negotiate promissory notes, bills of exchange, delivery orders, warrants, warehouse, keeping, certificates and other negotiable or commercial or mercantile instruments connected with the business of the Society.

l)          To establish and maintain any agencies in India for the conduct of the business of the Society.

m)        To procure the registration or other recognition of the Society in any State or place in India and to open and keep a register or registers as may be deemed necessary and expedient to do so.

n)         To apply for tender, purchase or otherwise require any contracts and concessions for or in relation to the construction, execution, carrying out equipment, improvement, management, administration or control of improvement, management, administration or control of works and conveniences and to undertake execute, carryout, dispose of or otherwise turn to account the same.

o)         To buy, lease or otherwise acquire lands, buildings and any other moveable or immovable properties on such terms and conditions the Society may think fit.

p)         To improve, manage, work, develop, alter, exchange, lease, mortgage, turn to account, abandon or otherwise deal with all or any part to the property sites; and concessions of the Society.

q)         To let out on hire all or any of the properties of the Society including every description of apparatus appliances of the Society.

r)          To open account or accounts with any individual firm or company or with any bank or banks and to pay into and to withdraw moneys from such account or accounts.

s)         To invest apply for and acquire, or otherwise employ moneys belonging to or entrusted to or at the disposal of the Society upon securities and shares or without securities upon such terms as may be thought proper and from time to time and vary such transactions in such manner as the Society may think fit.

t)          To guarantee the payment of money to guarantee become sureties for the performance of any contracts or obligations.

u)         To create any depreciation fund, reserve fund, sinking fund, insurance fund or any special or other fund whether for depreciation or for repairing, improving, extending or maintaining any of the properties of the Society and to transfer any such fund or part thereof to any of the other funds herein mentioned.

v)         To provide for the welfare of the employees of the Society and the wives, widows, families or dependants of such persons by buildings or by grants of money, pensions, gratuity, bonus payment towards insurance or other payment or by creating or; from time to time subscribing or contributing to aiding or supporting provident fund or conveniences and by providing or subscribing or contributing towards places of instructions, recreation, hospitals and dispensaries medical and other assistance as the Society deems fit.

w)        To do all such other things as may be incidental or conducive to the attainment of the above objectives.

3.         FUNDING OF SOCIETY, ITS RESOURCES, OPERATIONS AND MANAGEMENT: -

           

a)         The expenditure on IT resources, operations and management of the Society would be funded mainly through the share of user charges and other income of society, which will include donations, grant – in- aid from the State Government and the Government of India and specific project funding.

b)         Initially, the Government and other agencies could provide the capital costs for the purpose.

c)         The income and property of the Society, howsoever derived, shall be applied towards the promotion of the objects thereof as set-forth in this Memorandum of Association.

d)         No part of income and property of the Society shall be paid or transferred, directly or indirectly, by way of profit, to the persons/ body who are, or, at any time, have been or shall be members of the Society or Governing Council or to any of them or to any persons claiming through them or any of them.

 

 

 

 

 

 

 

 

 

 

 

 

4.  MEMBERS OF THE SOCIETY:

(a)                The Society shall consist of: -

                                                  i)      All the ex-officio members of the Governing Council (GC).

                                                 ii)      The members nominated by the Government in the Governing Council

                                               iii)      Other individuals, institutions, organisations and corporate bodies to be accepted in future as Co-opted Members as per terms and conditions of eligibility as may be laid down and approved by the Governing Council (GC) from time to time.

(b)               The Society shall keep a Roll of nominated and co-opted Members and every such member of the Society shall sign the roll and state therein his name, occupation, and address.

(c)                If a nominated and co-opted member of the Society changes his address, he shall inform his new address to the Member Secretary who shall thereupon enter his new address in the Roll of such Members. But if he fails to inform his new address, the address in the Roll of Members shall be deemed to be his address.

(d)               Termination of Membership: -

i)          Where a person becomes a member of the Society by reason of the office or appointment he holds, his membership of the Society shall terminate when he ceases to hold that office or appointment.

ii)         Whenever a member other than the ex-officio member, desires to resign from the membership of the Society, he shall address his resignation to the Member Secretary of the Society and submit the same to him. The membership of such person shall stand terminated from the date of acceptance of his resignation by Governing Council.

iii)         A member of the Society shall cease to be a member, if Governing Council (GC) so desires.

(a)        The Governing Council (GC) shall be the Apex Body and source of all powers, functions, and activities of the Society.

           b)         The Executive committee shall be responsible for day-to-day functioning of the society and shall perform all such additional functions as authorized by the Governing Council or Board of Management (BoM) as the case may be from time to time.

c)                  The Deputy Commissioner shall be the ex-officio President of the District Implementation Committee.

d)                  He shall manage the entire project, properties, or the money under the fund, manage accounts, execute all contracts on behalf of the Society, and receive funds for the Society through user charges, donations, grants-in-aids, contribution, and raising money, whenever required.

8.         ASSETS AND FUNDS OF SOCIETY: -

a)         The capital cost and Government of Punjab, Government of India, contributions from Public sector undertakings, Co-operative institutions, other Public sector organizations, and Financial Institutions may contribute corpus fund for the smooth functioning of the society.

b)         The recurring expenditure of the society would be met out of the user charges collected through the Punjab Land Records Society from the citizen’s services and other income from other resources and business of the society.

c)         The Society may accept contributions from statutory bodies created under the Acts of Parliament or of the State Legislature, the national and International organizations, NRIs, industry. The contribution may also be accepted from Private bodies and individuals subject to the approval of its Governing Council.

GENESIS

The Electronics Commission and the DOE put forward a proposal to UNDP for assistance to set up a National Computer Centre in Delhi for building up national data bases, developing the methodologies for utilising these, and for defining the various options and paths in decision-making at the national level. A UNDP team visited Delhi in March 1975 to study the proposal. The UNDP agreed to fund the National Informatics Centre to the extent of US $4.4 million for the purchase of a large computer system (costing approximately US $3.3 million), other hardware, training, the services of experts, etc.

The 1976-’77 Annual Report of the DOE noted: ‘In view of this, action has been taken to proceed with the preliminary work relating to the National Informatics Centre so that when UNDP financial assistance becomes available and the major hardware is commissioned (in 1978 on the basis of current information), the Centre can get on with its work on an expeditious basis. NIC is a plan project administered by the Information, Planning and Analysis Group (IPAG) of the Electronics Commission in its initial stages’.

Objective

The long-term objective of the National Informatics Centre, as approved by the Planning Commission, Ministry of Finance and the Electronics Commission, is ‘to establish the feasibility of a system for the provision of detailed information to government ministries and agencies to assist them in making decisions relating to the country’s economic and social development planning and programme implementation’. (Annual Report of the Department of Electronics, Government of India, 1977-’78,p172.)

Mandate

As laid down in the Annual Reports of DOE 1976-'77 and 1977-'78, NIC was given the mandate to:

• Act as a focal point for developing, managing and operating information system in Government

• Act as a focal point for development of methodologies for designing and implementing national information systems and data management techniques

• Act as a focal point for maintaining inventories of primary data and computer-based systems for data collection and dissemination

• Train users in information systems, data management and computing techniques

Evolution

Starting as a small programme under an external stimulus by an UNDP project in early 1970s, NIC started functioning in 1977 and since then it has grown incrementally and later exponentially as one of India’s major S &T Organisations promoting Informatics-led Development, which has helped to usher in the required transformation to cope with the trends in the new millennium.

NIC has played an important role of an active catalyst and facilitator in informatics development programme in Governments at the national, state and district levels, during the last 26 years which made them take policy decisions to create knowledge societies – societies that can exploit knowledge to derive competitive advantage using the opportunities provided by digital technology. NIC Profile

The organizational set up of NIC encompasses its Headquarters at New Delhi, State Units in all the State capitals and 7 Union Territory Headquarters and District centres in almost all the Districts of India. The Organization employs a large pool of efficient technical manpower.

At the NIC Headquarters, a large number of Application Divisions exist which provide total Informatics Support to the Ministries and Departments of the Central Government. NIC computer cells are located in almost all the Ministry Bhawans of the Central Government and Apex Offices including the Prime Minister’s Office, the Rashtrapati Bhawan and the Parliament House.

NIC Headquarters is based in New Delhi. At NIC Headquarters, a large number of Application Divisions exist which provide total Informatics Support to the Ministries and Departments of the Central Government. SUWIDHA Ver 2.0 : Implemented & Support for SUWIDHA Ver 2.0 Software in DC Office, Sangrur. LAN setup established & being supported with 36 systems, 4 switches, 37 Printers & NIC Win 2003 Server. Implemented at SDM’s level as well (6-Tehsils) as a part of SUWIDHA SDM. SUWIDHA status made available to public on SMS & Sangrur’s Website. More than 310 front end applications are covered.  APPLICATIONS STATUS HAS ALSO BEEN UPLOADED IN OUR WEBSITE http://sangrur.nic.in/html/suwidhasql.asp and at http://suwidha.nic.in. (Frontend Application).

District Social Security software:  Government of Punjab is giving monthly pensions to Old Age persons Widows, Dependent children and Disabled persons. More then One lakh beneficiaries are there in District Sangrur. NIC has successfully computersied all the pension details since 1994 which results in the timely distribution of the pension to the beneficiaries. For District Social Security office, Implementation support provided for old age, widows, dependent children & handicapped pensioners.(Database of 120000 ( active pensioners) +150000 ( Total Pensioners) in all being maintained). (Backend Application).

Arms Licenses Information System: Implemented & Support for Arms Licenses Information System (ALIS SW) under SUBS in LPA Branch of DC Office & at DC’s System. (Backend Application).

Affidavit Attestation System : Implemented & Support for Affidavit Attestation System. Implemented at SDM’s level as well (6-Tehsils) as a part of SUWIDHA SDM. (Backend Application).

Property Registration Information System Module (PRISM Version 4.1): implementation support for application S/W & review in all six Tehsils & eleven Sub-Tehsils (Pilot District) for all modules of Token Issuance, Deed Entry & Scanning.

Reference Monitoring System : Successful Implementation & support on Reference Monitoring System with fortnightly hearings & daily application receiving by Hon’ DC Sangrur with receipts issuance & other reports being extensively used. (Office Automation Suite).

Employees Information System (Personnel Information System (PIS)): Implemented & Support for Employees Information System (Personnel Information System (PIS)). (Office Automation Suite).

Counter Signing of Documents S/W : Implemented & Support for Counter Signing of Documents S/W in DC Office Sangrur. More effort at user end needed.

General Provident Fund Management System : Implementation support for General Provident Fund Management System for Deputy Commissioner, Sangrur for Ministerial, Revenue & Class-IV Staff of Approx. 690+.

Revenue Recovery Cases Monitoring System: Monthly revenue recovery cases monitoring system for DC office and support for the same.

PAYROLL S/w: Implemented & Support for PAYROLL of DC Office and District Treasury.

SUWIDHA Backend services :Implemetation & support for SUWIDHA Backend services in DC Office Sangrur and at six SDM Offices. Most of the Softwares under SUBS have been installed and running successfully. Remaining Softwares have been tested and only waiting for Hardware and System Software procurement for their implementation.

AGMARKNET : Support for AGMARKNET project in 18 locations namely Mandi Board Office, Barnala, Sunam, Ahmedgarh, Lehra Gaga, Dhuri, Bhawanigarh, Amargarh, Sherpur, Malerkotkla, Dhanaula, Mehal Kalan, Tapa, Cheema, Moonak, Khanauri, SularGharat, Sangrur, Bhadaur & Barnala.

Primary Agricultural Co-operative Societies” (PACS) S/W : Support to Deputy Registrar Co-operative Societies office Staff for “Primary Agricultural Co-operative Societies” (PACS) S/W implementation. NIC has computerized the co-operative societies department also. All Chapters, Annexures and Tables of the office of Deputy Registrar Co-op Societies for all the co-operative societies have been covered. Support for sending data to the department’s head office is also being given from time to time as required.

District Courts : Implementation support on Payroll, Budget, OS, Uniplex, general problems etc. Support being provided in Session Court Sangrur, Sub-Court Malerkotla, Barnala, Sunam, Dhuri. Over 270 officials trained.

MPLADS S/W :Implemented and support to DESA Office for MPLADS S/W for District Level entry & agency level entry. 

Confonet (Consumer Courts) : Support for Consumer Courts Project.

Wagon Movement Software (FCI Sangrur): Implemented Wagon Movement Software  & Support for FCI Sangrur.

BPL S/w :Support to BDPO’s & ADC(D) staff for BPL project.

Video Conferencing Studio: Video Conferencing Studio was set up in District Sangrur by providing hardware of approximately Rs. 20 lakhs. With this facility District Sangrur is now able to talk face-to-face with any other district easily. Meetings can be organized because going the venue and only with the help of Video Conferencing Studio.

WEBPASS: Now Submission of Passport form is not the hectic work because NIC has decentralized the submission of Passport application to the district level. Now instead of going to Chanidgrah you can submit your Passport Application in the Deputy Commissioner’s Office SUWIDHA centre from 10 AM to 1 PM on week days. No need to go to Agents. All the necessary information can be got from the SUWIDHA centre easily. By Submitting your passport Application in the district also reduces the time of making the passport. Now you can get you passport with in 45 days instead of waiting it for 3-4 months. You can also see your passport status from the NIC Website www.passport.nic.in at anytime.

Treasury Information System: NIC has fully computerized the Treasury of District Sangrur and Eight Sub Treasuries. All work like Bills, Accounts, data transfer, receipt, Pension, daily data from banks, maintaining of budget etc has been computerized and running successfully since 2001. This has drastically reduce he work of Treasury Employees as now they so not have to calculate the complex figures daily. Almost all the things are being done by the Software itself. Payment Checks also now being printed.

Village Directory Information System : Deputy Economic and Statistical Advisor’s ( Dy. E.S.A.) office is maintaining the Village directory of all the villages of District Sangrur which consists all the possible data of the villages. NIC has also computerized this Village directory and the software is in operation for the past 15 years.

DISTRICT INDUSTRY CENTRE: NIC has also computerized the District Industry Centre of District Sangrur. This project is running at DIC Malerkotla and FCI Sangrur successfully. IIP s/w (Index of Industrial Production) and SSI-REG s/w (Small Scale Industries-Registration) were successfully implemented.

AISES EDUCATION SURVEY: Computerisation of Education survey for all schools of the Urban and Rural areas of district Sangrur was done for 7th All India School Education Survey, Sangrur.

RURAL SOFT: This is the new On line project in which entries of all the Rural development schemes is to be entered directly on web site developed by NIC by DRDA and Zila Parishad officials.

Election Work: All the technical work like Duties of Employess, Reports, Affidavits scanning and Result of Vidhan Sabha, Lok Sabha, Panchayat, Zila Parishad, Gurudwara Elections has been done by NIC since 1989 onwards.

Peshi DC: Implementation & support for Court Cases Monitoring System for DC i.e. Peshi DC. More effort at user end needed.

3.Death  Certificate S/W tested at Sangrur but Hardware is required for all Municipal Committees and CMO Office wherever S/W is to be implemented .(Backend Application)

4. Dak Monitoring System – S/w can be implemented in this office. Demonstrated & training already given.

5. Handicapped Certificate  Issuance System- Can be implemented at CMO level.

6. Certificate Issuance System: S/W tested and installed on SDM Sangrur and Dhuri’s System. Training has been imparted to the concerned official

7. Marriage Certificate System:  Software Tested and waiting for approval

CHAPTER – IV

 

 

District Disability Rehabilitation Center, Sangrur (Punjab)

 

          The District Disability Rehabilitation Center (DDRC) has been established on 2nd July 2003 in the premises of Working Women Hostel, Near Red Cross Bhawan, Sangrur (Punjab) by Ministry of Social Justice and Empowerment, Govt. of India and District Administration, Sangrur.

 

          The following areas are covered  as on details:

 

1.       Facilitation and provision of Disability Certificate.

2.       Assessment of the need   of assertive devices.

3.       Provision/ Fitment of assertive devices.

4.       Follow up / repair of assertive devices.

5.       Therapeutically Services.

6.       Promotion of barrier free environment.

7.       Encouraging and enhancing prevention of disabilities early detection and intervention.

8.       To provide supportive and complimentary services to promote education, vocational, training and employment of persons with disabilities.

9.     I identifying suitable vocations for PWDs, keeping in view local resources and designing and providing vocational training and identifying suitable jobs so as to make them economically independent.

 

(B)       Management ( by District Administration)

(C)     Eligibility of the Beneficiaries for getting of Aids & Appliances Under 

             ADIP Scheme.

1.        He/ She Should be an Indian of any age.

2.        Total Income ( including family members)

(a)      Up to Rs. 6,500/- per month -------------Free of Cost.

(b)     Rs. 10,000/- above per month-----------100% of the cost of aids/ appliances.

(c)      Rs. 6,500/- to Rs. 10,000/- per month –50% of the cost of aids/ appliances.

3.        Residence proof (Ration Card/ voter Card)

4.        Two passport size photo with showing of disability.

5.     Rs, 25/- for registration Charges.

(D)   The worth of Rs. 83.50 lack funds are already utilized towards aids and appliances for free distribution to handicaps.

 

(E) 08 Person are also self- employed under mobile STD/ PCO, so as to make them economically independent.

 

(F) Motorized three- wheeler scheme under Rajev Gandhi foundation, New Delhi-(One Person already got and and other two cases in process).

 

(G) Other Services.

1.        Issue Disabilities Certificate under CMO

2.        Referrer to Civil Hospitals for Surgery.

3.        Counseling for Loan of NHFDC & DRI Scheme.

4.        Referred for ITI Training to VRC for handicapped/ VTC/ VRC for women, Ludhiana & SLIET, Longowal.

5.        Training in ADL.

 

(H) Extension services like camps also conducted in Roper,  Jalandhar, Hoshiarpur, Ludhiana & adjoining districts& HIMANCHAL PRADESH.

(I) (Future Plan/ Proposal)

      It has been planned to start medical/ Surgical correction under ADIP Scheme to polio effected persons. & also physiotherapy unit. Further to extent the activities, we will be giving incentive coverage to adjoining districts of Sangrur.

FORMULATION OF CITIZEN CHARTER (ELECTION WING)

                       

            The following function are done in the Distt. Election Office,                Sangrur. Which related public dealing .

 

1.                  The public come to office in search of the voters lists.

2.                  The public also take Forms No. 6, 7, 8 for including , deleting & correcting their names in the voters lists.

3.                  The certified copied of voter lists are issued by this office .

4.                  This office also provides information regarding photo I.Cards to the public. 

5.                  At the time of Lok Sabha/ Vidhan Sabha and Gurdwara Election this office provide program and information regarding election process to the contesting candidates & to the public.

(1)     Vision & Mission statement :-

i)                   Statement regarding Electoral (Men, Women) & Service voters is send to Chief Electoral Officer Punjab, Chandigarh & Election Commission of India, New Delhi through C.E.O., Punjab.

ii)                Statement regarding photo I.cards & photography for I.cards is also sent to C.E.O., Punjab.

iii)              Statement regarding poll process are sent to C.E.O. Punjab and Election Commission of India according to election schedule.
