COOPERATIVE DEPARTMENT     

 

                   The department of Cooperative at the State level is headed by the Registrar,who is an I.A.S. Officer , at the Revenue Divison level by Joint Registrar ,at the District level by Deputy Registrar and at the Sub Divison level by the Assistant Registrars. Then there are Inspectors, Cooperative to look after and implement the policies of the Govt . at the society level which are either at the village level or comprising of 3 to4 villages .

                    At the Sub division level cooperative socities,Industrial,Milk Supply,labour and construction,Housing are organized and registered by the Assistant Registrar and supervised by the Inspectors who are responsible for implementation of Govt.polices at the grass root level. To get  a cooperative society registered  atleast 11 members are required to give an application to the Assistant Registrar who after completing necessary formalities register the society. These officials are responsible for conducting elections of Managing committee, to provide finance and fertilizer, inseticides, pesticides, other essential commodities. If any dispute arises between the member and society, to prepare arbitration case and decide, if a society fails to work according to Act and Rules to get that society brought under liquidation and finally wind up if the members fail to take any interest in the running of the society, to hear complaints/grievances of the general public regarding working of these societies and to satisfy them and finally to implement instructions issued by the Registrar from time to time.

          At the district level, Deputy Registrar has to supervise central institutions such as Central Cooperative Banks, Land Development Banks. -Milk Plants, Sugar Mills, District Labor Union, District Cooperative Union and all other types of societies registered under the Act, in the district, to conduct elections to these institutions and implement Govt. instructions and policies in the district through all such type of societies. He has to hear election petitions where elections are conducted and there is some dipute; to hear arbitration cases of the amount above a certain limit fixed by the department; to hear appeal cases against the decisions of the Assistant Registrars; to hear surcharge cases prepared against committee members/employees. He has to arrange fertilizers, insecticides and pesticides to be provided to the members through societies. He is a the representative of the Registrar in the Board of Directors of all the district level institutions and has to watch the interest of the Govt.in these institutions. He is also the Chairman of the Audit Compliance Committees of these institutions and has to get settled audit objections  raised while conducting the audit of these societies/institutions. Where the defaulter members do not repay loans to institutions, to conduct sales or get these conducted through Assistant Registrars. Any grievance of the members or general public which is not heard at the lower level is enquired/got enquired. He is responsible for overall supervision of all types of societies in the district and has to conduct inspections of these institutions  according  to fixed norms.

          At the division level, Joint Registrar has to supervise all types of Central institutions/societies in the division. He has also to represent Registrar in the Board of Directors of all these institutions and to get conducted elections of these institutions. Any dispute arising there is also referred to him. He is appelette/Revisional authority against the decisions of Deputy Registrar and Assistant Registrar. All correspondence of district level officies to the Registrar is routed through the Joint Registrar.He has to conduct inspections of Central and Primary level societies as prescribed. Over all supervision of all kinds of societies and institutions in the division is done at level of Joint Registrar.

          Registrar is the over all incharge of the department at the state level and all the Apex Institutions such as Marked, State Coop.Bnks,state Agri Development Bank, Housefed, Weavco, Industrial Fedration, Labourfed, Puncofed are directly under his charge.To get elections of the Board of Director of these institutions conducted and to supervise their working.There are Additional Registrars and Joint Registrars in his office.He gives directions for the proper functioning of all types of societies in the state and policies of the Govt.are also routed through him. He is also the appelete/Revisional authority for the decisions given by different offices at the Division/State/Sub Division level.

Distt.Rural Development Agency,Sangrur (Pb.)

1.       Name of Scheme:       Swarnjayanti Gram Swarozgar Yojana(SGSY)

2.      D.D.O.Powers:   ADC(Dev.)has the power of Sanctioning/Issuing subsidy cheque upto Rs.1.00 lac and the Chairman,DRDA,is the sanctining authority for a cheque more than Rs.1.00 lac. After approval from Chairman,DRDA,ADC(Dev.) issues cheque.

3.                 Introduction about Scheme: SGSY is a Centrally Sponsored Scheme which is implemented by DRDAs all over the country w.e.f.1.4.1999. Under the Scheme funds are provided by Govt.of India and State Govt. in the ratio of 75:25. Funds are released in 2 intalments by Govt.of India, Ministry of Rural Development and the Matching Share is released by Govt.of Punjab subsequently. The funds under the scheme are to be utilised on the following components:

1.       Subsidy to SHGs/Individual Swarozgaris :       60% of the

                                                                                      total

allocation.

2.       Revolving Fund to Self Help Groups:               10%

3.      Training to Swarozgaris:                                     10%

4.      Programme Infrastructure:                                 20%

Under the Scheme, Self Help Groups comprising 10-20 members from Rural Below Poverty Line(BPL) families are formed at Village Level by the field staff of concerned BDPO office. After 6 months of formation, each successful SHG is provided a Revolving Fund  equal to his corpus(Max.upto 10,000/-) and the concerned Bank Branch issues a Cash Credit Limit in the name of SHG upto 4 times of their corpus so that the SHG members can lend loans to its members on nominal rate of interest and and easy instalments without any paper work or stamp duty. At the next stage, after further 6 months, the SHG is considered for taking up income generating activities(IGA). The SHG is provided credit upto 5.00 lac without security through Bank. Each member of the SHG is provided susbsidy @ Rs.10,000/- subject to a maximum limit of Rs.1.25 lac per SHG. Apart from SHG Individual Swarozgaris are also assisted.  However, the main emphasis is on assisting Self Help Groups. The Individual Swarozgaris belonging to SC category are provided subsidy @ Rs.10,000/- whereas other beneficiaries are peovided subsidy @ Rs.7,500/-. The main income generating activities are Leather Work, Sewing & Embroidery, Handloom, Dairy,Mule Cart,Shops,Vermi compost etc.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Punjab Energy Develpoment Agency

 

 

1.    Name of the  scheme:      Family size Bio gas plants

 

2.    D.D.O. Powers:        Subsidy through Demand Draft(DD) is disbursed to the beneficiary after he constructs the Bio gas plant. These demand drafts are prepared after the sanction by the Director-PEDA.

 

3.    Information about the scheme:    Family size Bio gas plants are being constructed by the beneficiaries themselves. The cost of construction is approximately 13,000/- per plant. After construction, the case is submitted to H.Q.at Chandigarh for the release of subsidy. Subsidy to the beneficiary is released through DD after the receipt of the subsidy from Ministry of Non-conventional Energy Sources Govt.of India. A target of 50 biogas plants is fixed for the year financial year 2006-07.

 

4.     Name of the scheme solar photovoltic system: Subsidy on these systems is received Ministry of Non-conventional Energy Sources Govt.of India. The                  system are purchased at Head Quarter Chandigarh. The systems are distributed to the distt. as per demand. OFFICE OF THE SENIOR DISTRICT SAVINGS OFFICER, SANGRUR.

 

1)       Appointment/Renewal of Agencies.

 

                   The Small Savings Department gives agencies to unemployed Youth, possessing  educational qualification at least Metric Standard & has also attained the age of 21 years. These are three types of agencies i.e. SAS---- Standardised Agency System Male & female both eligible, PPF---- Public Provident Fund Male & female both eligible & MPKBY---- Mahila Pradhan Kshetriya Bachat Yojna, Only female eligible to take up the agency. This is the best made of self-employment provided by the Govt. to the house hold ladies.

 

2)                  Distribution of Lucky Coupons & Prizes

 

                   The Punjab Govt. has been Launching incentive Scheme with fabulous prizes to both agents & the investors. The office at the District level is responsible for proper accounting of such coupons & Prizes to the agents & the investors & also to get the same reconciled with Govt.

 

3.       Distribution of Grants

 

                   On achieving the target the Govt. releases the grants & the same is disbursed at District Level on receipt to approval of the proposal sent by the Deputy Commissioner to the principal Secretary finance the department is also responsible for getting the utilizations certificate.

 

4)                Apart from the above the department also acts as financial consultant & every query of public & the agent is responded to immediately.

Regarding Various Welfare Schemes introduced by Welfare Department             (Distt. Level) and its working method.

 

1.       Ashirvaad Scheme :-     The Punjab Govt. has introduced this scheme on 26 January, 2004 as per scheme scheduled castes, Christian's daughter's/divorced girls and daughter of widows of any caste. At the time of their marriage, Rs. 15000/- is given as a financial assistance to the above category. The application form must be presented to District Welfare Officer/Teh. Welfare Officer before one month from the date of marriage or within one month from the date of marriage. Tehsil Welfare Officer scrutinises and verifies these applications and recommended to the District Welfare Officer Month wise. Then District Welfare Officer scrutinised these recommendations and sends these proposal to the head office for approval. After obtaining requite approval from Director, Welfare, the District Welfare Officer issues the sanction order and conveys to the Tehsil Welfare Officer for incurring expenditure under dedicated social society funds created by Punjab Government.

 

          The following points must be observe before implementing the above scheme :-

 

1.     The applicant must be schedule caste, Christian, divorced lady, Widow of  any caste/Category.

 

2.      The applicant must be below poverty line and resident of Punjab, or his/her income should be below from Rs. 27500/- (Urban Area) and          Rs. 20,000/- in rural area with an affidavit duly attested by a magistrate.

 

3.      The application should be presented to the department before one month from the date of marriage or with in month from the date of marriage.

 

4.     The applicant can not get benefit of grant for more than two daughter's marriages.

 

5.       The  age of bride should not be below 18 years.

 

          Under this scheme during 2006-07 upto 30 June 2006, application numbering 939 were received out of which 908 have been disposed off, A sum of Rs. 136.20 lakhs has already disbursed. So for applications for the month of July 2006, Numbering 314 are concerned, these will be disposed off as soon as approval is received from Director Welfare of schedule caste and Backward classes  Punjab, Chandigarh.

2.       Attendance Scholarship to S.C. Primary Girls Students Scheme :- It has been observed that S.C. parents are very poor and they do not need to educate to the girls.Girls are admitted to schools and they leave their studies to assist their parents to augment the family income by taking up menial jobs. Keeping these circumstances in view, the Govt. has decided to adopt some ways and means so that the dropout tendency is checked initially at the primary level.

          Under this scheme Rs. 50/- per month per students for ten months in a year is awarded those girls who fulfil the following conditions :-

 

          1.       Their parents do not have more than 5 acres of land.

          2.       Their parents are not income tax payees.

          3.       Minimum 75% attendance is required.

          4.       The parents of the girl should be domicile of Punjab.

 

          Recommendations are obtained from B.E.O. (Primary),B.P.E.O's by District Welfare Officer and then scrutiny. After scrutinized the proposal is sent to head office for approval. There-after the amount sanctioned by Head Office is transferred to concerned District Treasury Officer for depositing to P.L.A. account of District Welfare Officer and the same is sent to D.E.O. (P) for further disbursement in rural area's .The scheme is implemented through P.R.I. and in urban area through B.P.E.O's.

3.       Pre-matric Scholarship Scheme :- Under this scheme financial assistance is provided to the children of traditional scavengers of dry latrines, tanners, flyers and sweepers who have traditional linked with scavenging to pursue pre-matric education.

Recommendations are obtained from D.E.O. (P) and D.O. (S). After scrutining the recommendations, these are sent to Director Welfare of Schedule caste and Backward Punjab, Chandigarh for approval. On the basis of sanction received from the Director Welfare the  amount is sent to D.E.O. (P) and D.E.O.(S) for further disbursements to the eligible students at the following rates :-

          1.       1st. to 5th. classes @ 40/- per month for ten months.

          2.       6th. to 8th. classes @ 60/- per month for ten months.

          3.       9th. to 10th. classes @ 75/- per month for ten months.

          In addition to the above rates Rs. 550/- is given to every students for
          annually as a adhoc grant.

4.       Houses to house less SC's in rural & urban area :- Under this scheme Govt. provides plot and grant for the construction of houses to SC families living below poverty line in rural & urban areas who are either house less or having Kacha house but unfit for human habitation. There are two components of the scheme : provision of plots and grant for the construction of house less SC's in rural & urban area. To select the villages and beneficiaries the Govt. has constituted the village, sub-divisional and district level committees with the following members :-

For selection of beneficiary the above committee will observe following points :-

4.       The selected person should not have  received any grant under this scheme earlier.

5.       Selected person should have Kacha/dilapidated house.

          This scheme is implemented following step wise :-

          1st. step : Village/Town having more then 75% SC population.

          2nd. step : Village/Town having more then 50% SC population.

          3rd. step : Village/Town having more then 25% SC population.

 

          This scheme was implemented during 2002-03 and this year               Rs. 180.00 lakhs were disbursed to the 900 beneficiaries covering  the 94 villages of the district Sangrur. After that this scheme is being implemented during 2005-06 in rural and urban area. During 2005-06 Rs. 350.00 lakhs are being utilised in rural area of the 10 constituencies and Rs. 50.00 lakhs are being utilised in urban area .

 

5.       Pre-text books to SC students studying in 1st to 10th classes :- The schedule caste students studying in Govt. as well as private recognised schools are eligible for the provision of free of cost text books during academic session.

          The strength of SC student studying in the 1 to 10 classes(classwise) is obtained from the district/block education officer and T.W.O's by D.W.O's and then sent to Director Welfare Punjab. Then Punjab School Education Board, Mohali supply books.

          The welfare department distribute these books T.W.O/B.D.P.O., B.P.E.O. in urban areas through T.W.O. & B.P.E.O. and in rural area through P.R.I. (B.D.P.O.) P.E.S.B. releases these books to D.W.O. First to fifth classes are further distributed to concerned school through D.P.E.O. and 6th. to 10th. classes T.W.O. in rural area the books distributed to concerned school through T.R.I. under this scheme. This year 2006-07 114107 target achieved with the Rs. 137.13 lakhs.

                   In the Rural areas the loan has been sanctioned to the loanee members to mortgaged their Agriculture land. In the Urban Areas the loan has been sanctioned to the loanee member to obtained the Original Registry of the plots.

1.    Old Age Pension:- Men 65 Years and above, Women 60 Years and above covered under this scheme. Income should less than Rs.1500/- P.M. If both are alive and in case of one Rs.1000/- P.M.(Husband / Wife) Son's income should be less than Rs.4000/- P.M.

2.    Financial Assistance to Widows & Destitute Women: - Widows up to 60 years Destitute Women whose husband are handicapped or lost or unmarried girl above 30 years .Their income should less than Rs. 1000/- P.M.

3.    Financial Assistance to Dependent Children :- Studying children up to  21 years whose mother & father died or physical handicapped in case of one   father /mother is alive ,his income should less than Rs.1000/- if both are alive income should less than Rs. 1500/- P.M. Rs.300 /- P.M. exemption per children and this exemption is up to 2 children .

4.    Financial Assistance to Disable Persons:- Handicapped person whose disability is more than 50% are eligible. Their income should less than Rs.1000/- P.M. in single case. If married, himself earning hand income should less than Rs. 1500/- P.M. It Handicapped minor parents income should less than Rs. 2500/- P.M. If their are more than two children in the family than income should less than Rs.3000/-P.M.

5.    National Old Age Pension: - Under this scheme Rs.75 P.M. are given to  the most senior old pensioners. The target is fixed 3768 beneficiaries in the distt.

6.    National Family Benefit Scheme:- This scheme is for the people who are living below poverty line .At the death of family breadwinner Rs.10000/- are given to his widow .Condition is that their should be no other earning member in the family .And sons should be minor .

7.    Senior Citizen Cards:- Identity Card are issue to the men and women age 60 & above  by this office.

8.    Identity Cards to Disabled Persons:- Identity cards to disabled persons with the disability more than 40% .These cards are useful to them to get facilities which are given by the Punjab Govt. to the Disabled Persons from  time to time.

              Application forms for Old age Pension, Financial  Assistance to widow and destitute women, Financial Assistance to dependant dhildern, Financial Assistance to disable persons relating to Rural area are submitted to the C.D.P.O. duly recommended by the concerned gram panchayat after passing Gram Sabha resolution. C.D.P.O. after processing will submit the application form to concerned Block Samity for sanction. C.D.P.O. submit the list of approved cases to D.S.S.O. and the D.S.S.O. sent the amount to Gram Panchayats.

              Application form for urban area are received by the Executive Officer of the M.C./ Commissioner of the Municipal Corporation . E.O. after processing and verifications submit the cases to S.D.M. concerned for approval . Payment against the sanctioned cases is made the the D.S.S.O. through Banks.

 

Note:-    Payment against sanctioned cases during 1st April to 30 September will be due in the month of October and sanctioned during 1st October to 31 March will be due in the month of April.

 

 

   

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Deptt of Animal Husbandry Sangrur

 

                        Punjab is agricultural dominated State. Animal husbandry is most important enterprise adopted by its people. In distt. Sangrur there are 1,84,071 bovine,7,72,515 buffaloes, 19815 sheep, 26750 goats, 2348 swine, 151 camels, 3447 animals of equine group. People are fond of keeping dogs. Deptt. Of Animal Husbandry provides services to treat , prevent diseases in animals, besides breeding programme to improve the breed of buffaloes and cattle. There is one Polyclinic at distt Head Quarters, 126 civil vety hospitals and 159 civil vety dispensaries to provide services to the farmers.   Set up of deptt. In distt

1       Deputy Director, Animal Husbandry Sangrur.----He supervises and controls the working of the deptt at the distt level.

2       Assistant Director --- Assists Deputy Director (A.H.)in all departmental. Activities .

3       Vety polyclinic --- There are specialized vets in Medicine, Surgery, Gynaecology and Obstetrics, Pathology and Microbiology. They  render services to the complicated cases referred  from field , in addition to routine cases.

4       Senior vety Officer--- controls and supervises working of his tehsil.

5       Vety officers--- works and looks after working in his hospitals and dispensaries attached to the hospital.

6       Vety Pharmacists—assists vety officer and carries out the work of artificial insemination , vaccination and first aid treatment.

7       A.D.O.(fodder)—works for feed and fodder of animals at block level.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Role of Animal Husbandry department

 

Animal Health care --- department takes care of health of the animals and treatment of morbidities done.

Animal breeding--   Bovine-  cross breeding with imported germ plasm of high quality is done so as to produce high yielding cattle Buff-  selective breeding with pedigree and progeny tested bulls is done.

Eradication of dreadful diseases—regular immunization agaist diseases like Foot and mouth , haemorrhagic septicemia, black quarter, enterotoxaemia and swine fever is done .

Meat inspection- is done by vets so as to provide good quality meat to the public

Zoonosis control-  various diseases transmissible from animals to human beings like brucellosis, rabies, tuberculosis etc. are taken care of .

Public awareness- is done by holding various types of  camps

Women awareness camps-  women are told variours practices regarding animal  keeping

Infertility and sterility camps- farmers are taught about important aspects of animal husbandry . Animals are treated for various types of diseases in general and against sterility and infertility inparticular. In all 24 camps are held in the district.

Grass root campsare held at village level for eduction of farmers in animal husbandry practices. Eight camps in a month in every sub division are held.

Cluster campsfarmers are taught how to produce optimum and economical milk , various aspects of feed and fodder are told.

Extension campstwo extension camp per sub division are held in vety institutions. Deptt of Dairy development and Fisheries participate in these camps.

Surveillance of animal diseases—vety. Laboratories have been set at block and tehsil level for the investigation of various animal diseases.

Mobile vety Dispensaries – vety services in far flung and remote areas is provided by mobile vans, having vet. and medicines in each sub division.

Control of stray animalslarge animals ( cattle) are helped in catching and sending them in Gaushalas

Small animals- spaying and castration carried out.

Fodder production—one agriculture development officer is posted at block level.

a.     Good quality fodder seeds are distributed for the production of quality fodder for the whole year.

b.     Demonstration for hay and silage making is given.

c.     Demonstration of urea treatment of straw to enrich it with nitrogen is given.

d.     Farmers are advised to make balanced feed from their own sources which is good in quality and is cheap.

e.     Minikits of good quality seeds are distributed free of cost for preparing the demonstration plots of good quality.

Role in vetro legal aspects of domestic animals—cruelty towards animals is punishable. Vetrolegal cases are attented and samples sent to lab at Patiala.

Role in export , import and insurance of animals—animals are kept in quarantine .

Insurance at subsidized rates if farm animal is likely to be taken soon.

General guidance to farmers—farmers are made aware, how to keep their animals in good health of production and reproduction.

 

 

 

 

 

 

 

 

Punjab Khadi & Village Industries board Sangrur.

 

 

1)       As per the guide line of Khadi & Village Industries Commission, the Punjab Khadi & V.I. Board intimated of the "Margen Money Scheme" the resident of any Village of the Punjab state who wants to setup the unit in the village or out of Municipal limit, in eligible for this scheme. The loan can be obtained from any nationalized bank or Coop Bank. The maximum project lost in Rs. 25 Lakhs. The Margen money subsidy will be provided at the rate of 25% on the amount upto 10 Lakhs and 10% on the next amount the special Category i.e. women, Handicapped, S/C, B/C ex-service man will be provided the 30% subsidy on the amount of 10 Lakhs above that the rate will be 10% for General Category own share will be 10% and for special categories it will be 5%.

          This Magen Money subsidy will be kept on F.D.R. for two years. After this period it will be adjusted in the loan account of the lone. If the work is closed before two years, it will be called back. The unit has a provide employment on the amount of Rs. 0.50. As soon as the bank disburse the loan, the claim for subsidy will be submitted.  

          This office can only sponsor the Case to Head office Chandigarh and H.O. will sponsor it to the Bank and subsidy check will also be sent by the Head Office.

2)       This office has a target of Rs. 85 Lakhs Margen Money subsidy for the year 2006-2007. The price of form is Rs. 50/- and 1% fee as registration will be charged by the Board

3)       The following industries are in the negative list.

(I)      Any Industries relation to Meat or wine.

(II)     Dairy forming, Fisheries, Piggery, Poultry.

(III)    Any Industries which polutes the area.

(IV)  Any Industries which fails to provide employment to one person on the amountof 1.00 Lakhs.
